Where is the best place to buy a guitar or drums?
I would like an electric guitar. but i would like a box (amp, strap etc) i quite like green but i cant find a well brought-up quality but relatively cheap one but i will accept suggestions of any colour.
Also i would close to some drums that only has to be reasonably basic but i would want 3 tom-toms, 1 snare, 1 hi-hat, at least 1 crash and 1 ride, and openly bass drum - acousic or electric.

Best place to go is to actual shops (not internet) so you can test out the instruments within store before you buy.
If you are buying online buy from a reputable brand.. the only problem next to this is they are more likely to be expensive.
My local music store has deal that include packages with electric guitars like you talk about.

In the way of proper advice, buy the best most expensive Guitar you can afford! Buying a cheap Guitar is counterproductive as they are harder to play and unanimously inferior. A good staring point is a Mexican made Fender Stratocaster at (a) lb300, you can get any colour you want including green.
