I'd recommend the Canon PowerShot A560 or A550 for you since you didn't specify a budget and also you didn't really mention which features you are looking for. It is an adjectives round good camera for the beginner photographer.
The best places to shop are usually at a camera or electronic store which puts the camera out for you to try out first. Something similar to Best Buy or Circuit City is a good option. I would in fact recommend you go to a specialized camera store where they can administer you more "in depth" advice and familiarity that you won't get from the big box retailers.

Sony and Kodak both have great digital cameras for clad prices for their quality, Walmart is probably the cheapest place to go but I really aversion that place! I go there everyweek to shop so I know the prices are great but level and walmart just don't necessarly fit together in like peas in a pod sentence. Best Buy or some place like that are probably the best places to go but it depends on your budget, they aren't necessarily more expensive but they might own something different to make it more expensive.

2. Has a 3x optical zoom;
3. The flash setting for "red-eye" correction is on the navigator wheel and not inwardly a submenu;
4. It's very small and light;
5. Uses inexpensive SD memory cards;
6. The digital video part takes wonderful "sound" videos which are thud free. It records the piano very capably with it's built-in microphone;
7. Has macro feature for closeups lower than 6 inches;
8. It comes with a USB 2.0 transfer cable which you connect to your USB computer port;
9. Has tripod mount on bottom of camera;

Yes, Walmart is a great place to buy a camera. And I'm sure the 16-year-old cashier making 6 bucks an hour will be in good spirits to share her vast photographic knowledge next to you.
In other words...buy your camera at a camera store.
My brother have the A540 and my mother-in-law has the A530 - on my recommendation - and neither one have stopped speaking to me yet. Based on this and experience with other Canon Powershot cameras, I am in a minute recommending the A550 as a nice and relatively inexpensive camera. The A550 has more pixels than the A540, but offer less user control.
The A540 has be discontinued, but the updated version in the A550.
The A550 costs $135 at B&H and, logically, you'll need a memory card.

The A560 is about $160 and that make it worth considering, too. It has a slightly bigger LCD and they claim that it's one stop faster than the A550 in speed.

If you are looking for a specific camera and WalMart has it at matching price as everyone else, it's fine to buy there - especially if it is closer to home than Best Buy, Circuit City, Staples, etc. WalMart does stock the A550, A560.
