Anywhere in British Columbia, Canada. Per capita, they have more growers and pot smokers than any other place within the world. I don't recommend smoking it in the larger cities right out in public (for example at the outdoor table at restaurants)... not because of police, but because the shop owners get tixed about the smell getting into their stores....
