Where's the best place for me to procure a tattoo?
I'm a girl (obviously), I really want a tattoo, but I don't know where I want it....
Any ideas?
I don't want a tramp stamp (lower back) or anything on my arms, nouns, back, or ankles...
Also, do you have any obedient ideas for a tattoo? Not sure what I want...

You are basically limiting your option to your legs, the front of your torso and your butt.
The front of your torso may not work for you if you ever plan on having children. Some women can maintain tattoos throughout multiple pregnancies near no problems and others can't so if you think you may get preggers sooner or later you may not want to risk tattoos in those locations that would stretch (stomach, hips, ribs, boobs). The legs are a decent satisfactory spot and easy to hide but some folks don't care for the aesthetics of tattoos on the legs. Your outer thigh might be a good spot to consider, it is quite meaty (won't hurt as much) and won't be seen in day-to-day go if you are concerned about hiding it for work or just contained by general.
Worry about what you want to carry before you think something like the location. Take some time to think about it. Eventually you will hit on a design you approaching and the location will become secondary.
I am a big proponent of lists for tattoo brainstorming. Just start writing stuff down. Vivid memories you enjoy from childhood (was there a particular toy you played near a lot? Nicknames your family member had for you?), hobbies you have, philosophy and qualities that are important to you. Eventually items on your record will start standing out to you as strong images (for instance, "strength" is abstract and nebulous but "that willow tree I played in when I be six" is much more concrete). Once you come up with a couple of ideas, stir sit down for a consultation with a tattoo artist - they usually do these for free. They can talk to you almost placement and help allay your concerns about that aspect of it. Tattoo artists see every tattoo placement underneath the sun, most will have a laundry list of locations that would work for you.

I agree next to XK. If you're going online and asking strangers then you shouldn't be getting one. Right now I believe you deliberate its "cool" and fashionable to get one which other most certainly results in regret.
